...his position as Special Advisor to Vice-President Joseph Belmont, effective 31st August, 2008 as he has tendered three months notice starting 1st June 2008. We had hoped to write an article on the matter, but we have since changed our minds and have chosen to print his resignation letter in full instead. We believe that his career can best be described in his own unique flamboyant style. We wish Ambassador Marengo well in future endeavors and thank him for serving Seychelles so well and diligently over the years. Seychelles is proud of you. Subject: Contract of Employment
After thirty-one years that I have diligently served my people and my country as a public servant, the time has now come for me to move on, refocus, retarget, rejustify and devote the rest of my life doing the things that I have always wanted to do for the direct benefit of my country, and my people in particular the Community of Anse Royale.
Looking back over the past three decades or so, I feel very much contended for the many achievements and strides that I have managed to accomplish in what I consider as so little time. My CV attached here-with speaks for itself.
Indeed the process has not always been easy, but through much inner strength, belief, endurance, perseverance, faith, commitment to succeed and much love cultured during that period, today I feel good that I am a much stronger and a more matured human being who is better prepared, able and willing to face the many new challenges that lie ahead.
As you know , I have already made known to one and all concerned of exactly what my future plans are; namely, to focus my attention on the issues pertaining to Ecotourism for the benefit of not only the Community of Anse Royale but the Seychelles as a whole. Lately we have seen the birth of TESS, The Ecotourism Society of Seychelles, PP33 and the many related endeavours being undertaken in this direction. My Garden c.v. Kot Man-Ya will open its doors to the General Public in August 2008.
Through this PROCESS which I started eight (8) years ago, regardless of the many related hurdles which I have had to overcome especially over the past six (6) months or so, TESS is now out of intensive care. I am now confident and convinced that success is just around the corner, for it is a Mission that I will be devoting myself to fully from this moment on for the rest of my life.
Over the past three (3) decades or so (as a Seasoned Diplomat), I have spared no effort to help formulate policies and to give the best advice possible to the SPUP/SPPF Government and related structures. Today, I wish to assure one and all concerned that this PROCESS will continue as and when the need arises, whether or not I an a civil servant, for my belief in our Party has not change and will not change unless of course if ever there will be a need for it ……..
It will, at this point, be recalled that in 2007 the Government took the initiative of streamlining it s structure for it to become more of a Facilitator. In response I am of the view that the time is now ripe for me to undertake new initiatives in the private sector so as to compliment the Government's efforts pertaining to the further development of Seychelles for the benefit of our beautiful people.
Today, therefore, on the occasion of Labor Day… the feast of St Joseph, the Christian Symbol of Hard Work, the Patron Saint of my district, Anse Royale, my birth place, I wish to tender my resignation from the civil service and to give three (3) months notice commencing on 1st June 2008, ending 31st August 2008, as per my contract of employment as Special Advisor to the Vice-President of the Republic.
In so doing, I would appreciate if under such circumstances, the PSC could consider a pro rata end of contract payment for the two years of my three years contract that I have already served. I look forward to discuss the related modalities with one and all concerned as soon as convenient in ensuring that my transition is made to be as smooth as possible.
I take this opportunity to thank all those who have supported me over the past three decades, for the trust and confidence they have had in me and to assure them all that by getting back home to my roots, and to work more closely with my people at the Local, National, Regional and International Levels, many strides will be achieved for the benefit of all and for the sustainable prosperity of Seychelles.

NO TIME LIMIT
From the very bottom of my heart let me take this opportunity to express a very special thank you to Msye. FRANCE ALBERT RENE, Former President of the Republic of Seychelles, current President of the SPPF, who regardless of my many deficiencies and “excess baggage”, had trust in my ability and who over the past 31 years provided me with his unconditional guidance and support for the many achievements that I have managed to register this far.
After three decades of service, I can now vouch that I have always demonstrated my true worth, that I have never faltered and that my loyalty to him, to the SPUP/SPPF remains strong.
He can rest assured that the best is still yet to come….!
In short, he created me and through “thick or thin” he continues to be there for me and for that I will forever be grateful. I wish him good health, good luck and happiness always….!
I now wish to express my very best wishes to Mr. James Alix Michel, President of the Republic, for the success of his Mission in fulfilling his mandate as our democratically-elected Head of State, to all members of staff and the Security Forces of State House, with whom I have spent the last four (4) years or so of my career working together for the one and the ONLY Seychelles which we all love so very much.
As for you Mr. Vice- President, my immediate boss for the past four years of so, I will express my sentiments under a separate cover and equally verbally to you personally at the appropriate time in the near future, i.e., before the end of my contract on 31st August 2008. There is indeed a lot for us to analyze together and bring closure to, wherever possible….!
