Last week the commissioner of Police Mr Waye Hive gave widespread publicity on radio and television to a pamphlet which had been received by the local press via email. The pamphlet claimed “We are the Brotherhood against dictatorship formed 03 October, 2006”. That was the date riot police set upon the Leader of the Opposition and other members of the Seychelles National Party (SNP) who had gathered at a peaceful assembly in order to sign a petition.

The authors of “the Brotherhood against dictatorship” pamphlet claimed, under a heading “Our targets”, that “they have identified the main pillars of dictatorship” and that “these people and their families are legitimate targets because of their active involvement in encouraging corruption and suppressing democracy”. It went on to name a number of people.

During his appearance on television last week, the Commissioner of Police did not reveal the names of those being threatened in the pamphlet but, he said the police intended to take the threat seriously and would be providing police protection to all those named under “Our Target”. When asked if he thought the pamphlet was the work of members of SNP, Mr Waye Hive did not hesitate to affirm his view that it was.

Last Sunday a new pamphlet started making the rounds across the island. This time not through the internet but by hand. This new pamphlet is written entirely in kreol in contrast to the previous one which was entirely in English.

The authors of the pamphlet, entitled “DEMON ROUZ” or RED DEVIL, claim they are supporters of the SPPF and that they are responding to what they term SNP supporters behind the BROTHERHOOD.

The pamphlet does not mince words. “We are angry and no one can stop us when we are angry”, it said. It accuses the leader of the SNP, Wavel Ramkalawan, of being behind the Brotherhood and makes the following threats of its own:

“We the Red Devils we are ready for you. We want to make it clear that when you kill one of our people we will kill two of yours.

Kill President Michel or Vice President Belmont and we will kill Wavel (Ramkalawan) and Annette (Georges).

Kill anyone of our Ministers and we will kill two of your officials such as Bernard Georges and Hardy Lucas.

Kill Percy Ah-Mane and we will kill Roger Mancienne and John Lablache.

Kill one of our officials and we will kill Colin Dayer and Gervais Chetty.

Kill our Chief Justice and we will kill two of your lawyers, Derjaques and Juliette.

One day when you will be organising your little show in front of the police station you will get a shock.

War has started, we are ready for you.”

At the time of going to press the Commissioner of Police has yet to go on television to discuss the content of the pamphlet and the threats contained in it; and whether he would provide police protection to those being directly threatened. Neither has the SBC approached the Leader of the SPPF, former President Albert Rene, to seek his opinion or to ask if he would condemn the pamphlet which purports to be speaking for the party. Nor has SBC approached the Leader of SNP to ask if SNP is truly behind the Brotherhood. SBC is waiting for official instruction as to what they should do. That is not what the constitution provided for. This is the moment to provide the people of Seychelles with divergent views.
